You can't match against an IP address in a "To:" or "FromOrTo:" rule. This
is simply because the destination IP address is not known until you have
already delivered the message. By that time it's rather too late to be
useful :-(
The destination IP is calculated by the MTA using lots of configuration
information, and this calculation is done at the start of the message
delivery. Even then, you still don't know if you can deliver to that host
until you have started the delivery as it may be down, causing a whole load
more configuration data to be used to work out an alternative destination.

So you can only use IP addresses in "From:" rules.
