Looks like it may have been my fault... I just installed on a new system 
and I now have a filename.rules.conf.rpmnew... :-/

This one is still there.  I had to:
cd /usr/src/redhat/RPMS/noarch
rpm -Uvh --force perl-ExtUtils-MakeMaker-6.05-1.noarch.rpm

to install it...
