How to configure MailScanner with sendmail's expensive=true option?

But then even internal mail between users on the Linux box is queued... The
way sendmail's expensive feature works is that internal mail is delivered
instantly, while keeping external mail in the queue to be delivered when
triggered.

Any way to accomplish this?
