Need clarification on whitelist rules

I guess my first question is how it's tagged as spam when there is a rule
file for the spam scoring settings? If user A tagges as spam with a score of
5.0 and user B tagges it with a score of 7.5 how does the message get
tagged, since a score of 6.5 would flag as spam for user A and ham for user
B?

I would think where ever this happens would be the place to check the
black/white since that would make it absolutely spam or ham at that point
per user. I don't see where this is taken into account within the
HandleHamAndSpam sub though?
