Here's one that definitely matches: http://www.sghms.ac.uk/test_SURBL.txt
Save that to a file and run spamassassin -D -t <saved-file on it .

That should give you a debug output, it'll tell you where your default
rules are ( /usr/etc/mail/spamassassin/ by the looks of things) and what
it matches on.

go to /usr/etc/mail/spamassassin/ (if that's where the SA debug says
your cf files are ) and do

grep URI *

That should show up which files contain the URI rules.

You may also want to to:
spamaassassin --lint to make sure all your cf files are OK. If not,
it'll tell you which ones are borked and you can remove the offending
entries.
