design issue - whitelist rules/blacklist rules

As I mentioned in my post yesterday, put the NO entry ABOVE the YES
entry.  Your testing is matching on the FIRST rule, which is going to
blacklist it.

From:   *@domain.com and To: *@domain.com   yes
