whitelist rules are being overridden by the blacklist rules ?

hello all,
I have the following rule set listed in blacklist.rules
From: *@domain.com and To: *@domain.com yes
( i want to disallow spoofing )
and i allowed this in whitelist.rules
From: no-reply at domain.com yes
To: no-reply at domain.com yes
(these are some administrative scipts e-mailing from that e-mail addy)
Here are the logs

Why is MS marking it as spam when it is whitelisted.Its looking at
whitelist.rules and says its whitelisted but then its looking at blacklist
and marking it as spam.
I thought whitelist should take precedence over blacklist.Am i wrong here or
am i missing something ?
