Never getting URIBL_PH_SURBL hits

These are my hits with SA2.64:

WS_URI_RBL|430924
OB_URI_RBL|372630
SC_URI_RBL|283991
AB_URI_RBL|252462
PH_URI_RBL|1073

The PH list doesn't hit much compared to the others, I upgraded to
SA3.0.1 a couple of days ago and there's no hits so far on the PH list.
Regardless of which list hits the most, together they help a lot.
