Never getting URIBL_PH_SURBL hits

Just to prove I am in fact mortal after all, here's a weird one for you.
Running SA3.0.1 within MS on a couple of Solaris boxes.
I get plenty of SURBL hits, as you would expect, like this:
URIBL_OB_SURBL 3.21, URIBL_SBL 1.00, URIBL_SC_SURBL 4.26, URIBL_WS_SURBL
1.46
So the SURBL stuff is basically working very happily.
But I never get a hit on URIBL_PH_SURBL (the anti-phishing list).
I am using an rsync-ed local copy of the BIND zone files for the SURBL
zones, including multi.surbl.org. These are correctly being updated
regularly, and are being read by BIND (it thumps the "accessed" datestamp
correctly). No errors reported by BIND, and the multi zone file does indeed
contain many domains for the PH list.
And yes, I've run MS in debug mode with SA in debug mode as well, and it
reports all the correct directories and files as it reads them, doesn't
complain about any errors in them at all.
Everything seems absolutely fine and hunky-dory, all the other SURBLs work
as expected, but I never get a URIBL_PH_SURBL hit.
Anyone got any ideas on this one?
