it turns out that the Cpanel server I am on, upgraded and the patch really
screwed the mail queues.

Just for reference sake, for those who wish to know more , may refer to
these posting.

Search your logs. Exim at the moment is not trying to deliver the
messages. It was trying and kept failing. Maybe your internet connection
was down or something similar. Since it could not deliver the mail it is
obeying its retry rules. And those rules tell it to try again in such
and such time (retry time) which is not reached yet.

You should try to

a) figure out when this happened and why
b) maybe tweak your retry settings
c) flush the queue with exim -qf (don't forget to specify your outgoing
configuration file with -C as well)
