minimum attachment size?

My morning summary of bad emails, as reported by MailScanner, showed a
pile of "attachment too small" rejections of local users. I had set the
value to zero. While we discourage Outlook on our campus (we support
Eudora), we have Outlook users anyway. I have asked our helpdesk to
correlate complaints about "attachment too small" rejections to Outlook
usage. Something is going on here with 4.35.10. I have turned this feature
off for the moment.
