ruleset problem

Then emails from test at domain1.cl to test2 at domain2.cl will not be scanned
because of line2, and they should be scanned.
The policy is something like this:
1.- Scan incoming emails for everyone, except for those who don't want
their incoming mails scanned.
2.- Scan outgoing emails for everyone, except for those who don't want
their outgoing mails scanned (like test at domain1.cl) _unless_ the
destination is a user who does want his incoming email scanned (like
test2 at domain2.cl), in which case it should be scanned anyway.

I have an antivirus ruleset like this:

To: test at domain2.cl no
To: default yes
From: test at domain1.cl no
From: default yes




The problem is when test at domain1.cl sends an email to himself. It doesn't
get scanned. I think it should get scanned since line 2 of the ruleset
commands MailScanner to do so. If I remove line 3 (From: test at domain1.cl no)
then the email is scanned, but the idea is not to remove line 3, of course.
What's the problem? is there another way to do something linke this?.
