Using process priority to throttle inbound SMTP

I already have this sendmail 8.12.10 sendmail.mc:
define(`confDELAY_LA', `10')dnl
define(`confREFUSE_LA', `12')dnl

Basically I tell sendmail to delay connections whenever the load is 
above 10; it refuses them above 12.

Easy to modify to suit anybody's needs.
