mail without Subject:

Create a SpamAssassin rule that checks the Subject header for
         /^\s*$/
as that will match subjects containing only white space, and subjects that
are totally empty.

If you want to know about creating SA rules and don't know how, there are
very good tutorials at www.rulesemporium.com.
