Outgoing Mail Queue

MailScanner is never processing.  I just restarted without any extra
sendmail processes.  MailScanner is starting, but is not reading anything.

ls /var/spool/mqueue.in  | wc -l   =  16

and grew to 20 while I was typing this.

mqueue.out remains empty.
