Outgoing Mail Queue

As near as I can tell, my problem involves the "Outgoing Queue Dir."
The setting is being ignored.  Processed messages never end up there.
I'm running 4.30.2.  Its either that or incoming messages aren't being
processed and the incoming queue dir is filling up.  How do I tell?

Incoming Queue Dir = /var/spool/mqueue.in
Outgoing Queue Dir = /var/spool/mqueue.out

Any reason for this.  I used the stock rpm and upgraded.  I also ran the
upgrade_MailScanner_conf script as well.

The upgrade script failed to add the custom config directory.  I found
it and added it.  My only problem now is actually getting things
function properly.
