4.30.2 & new option problem

How can I disable the "Ignore Spam Whitelist If Recipients Exceed = 20"
option in MS 4.30.2? Do I set it to "0", blank or a very large number?

Having this option "ON" could have serious consequences! We have gone to
some trouble to ensure that no outgoing mail from this site is ever
tagged as spam. This is very important since we do not want important
announcements to staff/students, etc, being accidentally filtered into
"junk" folders by personal mail filters because the message was tagged
as spam. 

To avoid this happening I have included in the "spam.whitelist.rules"
file all the IP address ranges of hosts at this site. That has worked
fine until 4.30.2. 

At that version you introduced the "Ignore Spam Whitelist If Recipients
Exceed = ..." option and this has "broken" the whitelisting of local
mail.

If the default value of this option is left as 20 this means that local
messages from our list server, which batches up to 1000 recipients per
message, could be tagged as spam. This is not acceptable hence my
anxiety to disable this feature.

What would be nice is an "Always Whilelist" file and a "Conditionally
Whitelist" file, the latter could be ignored depending on the value of
the "Ignore Spam Whitelist If Recipients Exceed =" option.
