Inconsistent spamassassin scores in msg headers

Our Spam threshold is set to 5 before its considered spam and our high score is set at 7. Anothing above 7 is considered high scoring and deleted.

The issue is that high scoring spam is getting though to our clients and the score reported is absolutely incorrect. This msg was sitting in our mailqueue and is an example.

Hits = 9.1 Required = 5.0 

If high scoring spam is set at 7 to delete how did this msg get though? Note what mailscanner is saying on the next line.
