suggestion for placement of option within conf file

Hello,

I would like to suggest that the following option

# Do you want to always include the Spam Report in the SpamCheck
# header, even if the message wasn't spam?
# This can also be the filename of a ruleset.
Always Include SpamAssassin Report = yes

be placed under the

#
# Changes to Message Headers
# --------------------------
#

section instead of the

#
# SpamAssassin
# ------------
#

section.

I knew that this option was available and I thought that since it dealt
with headers I would find it in the header section. This turned out not
to be true.
