fault tolerance/redundancy/load balancing

Steve Freeguard and Steve Swaney (apologies if I get names wrong) and
done quite a bit of work to get a cluster of machines to use the
Mailwatch interface for stats/ releasing emails etc.

as to the basics, have both machine share the same MX value. dns will
automagically load balance across the two, if one machine goes down the
other will just the load.

There's fun things that need to go on with the mysql DB under these
failed circumstances and I think the Steves and figiured out some way of
handling this - check with the MailWatch mailing list.
