Thanks Ugo for clarifying my question, I already have multiple
filename.conf.rules files controlled by a ruleset, samething for
filetype.

If I understand Guy's request correctly, the problem is not to make a
ruleset, it is how to have an equivalent of "forward" setting like in
spam processing, but for Filetype/Filename checks.
I don't see such an option, but I might be wrong.
