It should be commented out.  What I was looking for in the sendmail line was HASFLOCK (probably worth double checking that its not there by #
sendmail -bt -d0.10 < /dev/null | grep HASFLOCK

Assuming HASFLOCK isn't there then your sendmail hasn't been compiled to support flock locking.  If that is the case then you should set Lock Type = posix in MailScanner.conf (note that line should not be commented!)
