i have never installed a nscd*.rpm under redhat/fedora for this,
always caching-nameserver

# rpm -q caching-nameserver
caching-nameserver-7.2-10

# chkconfig named --list
named           0:Aus   1:Aus   2:Ein   3:Ein   4:Ein   5:Ein   6:Aus

# cat /etc/resolv.conf
nameserver 127.0.0.1

# service named start

all is done!
