Black List From: UserA To: UserB {Scanned}

Hello All, Question. Can I black list a internal user from sending an email to
a signal address/User?

Black-list
From: spam at spam.com yes
From: UserA at domain.com To: UserB at 2nd.domain.com yes

I know this doesn't work but is there a way? Any Ideas?
