[OT] Eudora client sending email with charset="0"

There's a SendCharSet entry in eudora.ini that should do it, though why it's
at 0, is a mystery...

I have a correspondent who sends emails the include the following heading:

Content-Type: text/plain; charset="0"; format=flowed

Aparently our Exchange Server takes exception to the charset="0" part and
places the entire message into an attachment with a complaint that it uses a
character set that the Internet Service cannot understand.

Does anyone know how to fix this?  From *either* end?
