Blocking outgoing attachments for specific users

Hi,

Is there a way to block outgoing messages containing specific attachment
types from specific local users in MS? It's not clear to me if this is
possible using filename.rules.conf. I'm running MS 4.25-14 on Exim 4.30
on Trustix 2.0
