Whitelisting

The attached message was sent to the list this afternoon.  My
spam.whitelist.rules file has this line in it:

To:     MAILSCANNER at JISCMAIL.AC.UK      yes

My whitelisting is working for the most part but these occasional messages
get marked as spam and I can't understand why.  I've even tested with the
list's headers and GTUBE text and it gets whitelisted properly.  Any ideas
what's going on here?  I'm using MailScanner 4.28.5-2 and SpamAssassin
2.63.  Thanks.
