You're right. Tar files can't be.
According to my archive program (IZArc), I can put a password on:
Blackhole (.bh)
JAR (.jar)
ZIP (.zip)
IZArc doesn't seem to support RAR files, but those can, of course, be
password protected as well. Same for ARJ.
