I have double checked all of my settings to get this to work.
 
I have in mailscanner.conf 
 
# Space-separated list of any combination of
# 1. email addresses to which mail should be forwarded,
# 2. directory names where you want mail to be stored,
# 3. file names (they must already exist!) to which mail will be appended
#    in "mbox" format suitable for most Unix mail systems.

Archive Mail = %rules-dir%/archive.rules

 
At what point does this point to a ruleset?  I have created a file called archive.rules and added what I want or think should be right but it doesn't appear to read the file.  It just archives everytning. 
 
Please help.  We appear to be spamming and I want to stop it!

	The result of the rule (i.e. the right-hand-most field in each line) should
	always be a valid value for the setting to which the rule is applied. "no"
	is not how to disable mail archiving. Setting the right hand side to blank
	is how to disable this option.
