maxzipdepth and rulesets

Julian,

I need to let some people transfer zips without bothering them with the
filename checks... but I also want to do those checks for all other
people.

I tried to use a ruleset for "Maximum Archive Depth" but it didn't work:
Value of maxzipdepth cannot be a ruleset, only a simple value

Could this be changed?  I really would not want to disable filename
checks in zips because a really small number of people can't live
without zips containing forbidden filenames.
