Problem with scanning rules

Here is my problem
I setup a /etc/MailScanner/rules/scanner.rules  file that is exactly as
listed below
FromAndTo:       twiztidrealms.com         no
FromAndTo:       default         yes


in my MailScanner.conf file, I set both:

Virus Scanning = /etc/MailScanner/rules/scanner.rules
Use SpamAssassin = /etc/MailScanner/rules/scanner.rules

However... Nothing is getting scanned at all.   The headers dont have
the usual marks for non-infected, or the spam score.

I want all mail to all domains scanned for viruses and for spam, EXECPT
twiztidrealms.com
