Use a ruleset.

In MailScanner.conf set
Spam Checks = /etc/MailScanner/rules/spam.check.rules

In spam.check.rules put this
To:     domain.com      no
FromOrTo:       default yes

where domain.com should be substituted for the domain that doesn't want
spam checks.
