4.28.x = more spam?

As far as I am aware, I haven't changed any of the spam code recently,
except for 1 minor change to what happens if SpamAssassin times out 20
times in a row.

Not sure, I never use the command-line script myself. But you need to tell
SA about your spam.assassin.prefs.conf file (which looks rather like a
user_prefs file).
