Check in CustomConfig.pm. Add the top of the ByDomain white and
blacklisting code, there are a couple of directory names defined that
contain all the user at domain and domain files. Make sure that is set correctly.

When you start up, it should print out the number of domains and users it
has read white+blacklists for. Check that is roughly the figure you are
expecting.
