It does indeed check the rules in the order they are given in the file.
Check to ensure you have separated the "fields" on each of those 2 lines
with tabs and not just spaces. It is the one place in MailScanner where you
have to use tabs, as each of the output strings will normally contain
spaces, so MailScanner can't work out where to split up the line.
