You can use a procmail recipe for each user who wants this service.
In the user's home directory, put a file named ".procmailrc" with the
following in it:

# Pine uses $HOME/mail
# Netscape Messenger uses $HOME/nsmail
# Some news clients, such as slrn & nn, use $HOME/News
MAILDIR=$HOME/mail       # Make sure this directory exists!

# Move Mailscanner marked spam to Spam folder
# make sure the file IN.spam exists
   :0:
   * ^Subject:.\{Spam\?
   IN.spam
