Not dropping all SPAM? messages.

I currently have Mailscanner set to delete all messages with "Spam?" marked in the
subject line.  

For the most part it deletes them.  However I have noticed that about 10 - 20 percent
are still delivered (it seems to vary day to day).

Any ideas why it is doing this?
