selective spam dropping?

I host about 10 domains on my server.  Some clients want every
virus / spam email, even if it is marked and is of no value.
Other clients are comfortable with the filter and don't
want every spam email.

I saw the section in mailscanner.conf for dealing with
spam and virus marked emails.  However this appears to be
a global policy.

How can I deliver / drop virus and spam mail on a per
domain / per user basis?
