MailScanner keeps restarting itself

If you have MailScanner-MRTG installed that can also cause that (as it
checks if MailScanner is running, and if not restarts it).  This
behaviour was changed in 0.09 so that it will no longer restart
MailScanner if MailScanner was shut down using the init script.
