MailScanner keeps restarting itself {Scanned}

MailScanner 4.21-9
Spamassassin 2.55-1

I am stopping mailscanner by typing in "service
MailScanner stop"  then typing "chkconfig --level 2345
MailScanner off"  I have also tried "service
MailScanner off".  MailScanner stops running for a few
minutes but then starts back up on it's own.  How do I
turn it off and leave it off without shutting the
server down completely.
