MailScanner not listening for messages

Mailscanner doesn't listen on any port.  Sendmail listens on 25, collects the
mail, drops it into a queue directory, then MS processes the mail that it
finds in that queue directory, drops the clean stuff into another queue
directory, and sendmail delivers the clean mail from that queue.
