Releasing mail from Quaratine / EXIM

I need some help.

Please forgive my ignorance, I have this mail that is quarantined in

/var/spool/MailScanner/quarantine/20040614 (message 1BZic5-0004xH-Lw).

In there, 1BZic5-0004xH-Lw is a directory with

./ ../ message

I tried using CP -R to copy the whole directory to /var/spool/exim/input

now there is a directory named 1BZic5-0004xH-Lw in /var/spool/exim/input

Is this the correct way to release mail from quarantine to be sent out to
the user?

How do I make EXIM send it out immediately?

Any assistance is appreciated.
