Question about upgrade_MailScanner_conf

I am using the following on Linux

sendmail 8.12.10
SpamAssassin-2.63 [all tests work]
clamav-0.72
MailScanner-4.31.6-1

When I upgrade to new versions of MailScanner [using the rpm route] I don't see /etc/MailScanner/MailScanner.conf.rpmnew

In earlier versions [< 4.30] I use to see this file during upgrades. What could I be doing wrong?
