Per-User SpamAssassin Scores?

Just curious about this -

What happens when a user sets their High Scoring spam threshold to 5 and
they receive spam with a score of 5.5?

Does it get delivered because its less than normal threshold or does it get
deleted because its greater than high scoring threshold? Or am I
misunderstanding your reply?
