SPAM Action

I am new to MailScanner + SpamAssassin. When it is turned on, some mails
are tagged with {SPAM?} after scanning. Although the action is given
as "deliver", howee, the message does not pass to the user but instead it
is appended to a file called spam in the directory /var/spool/mqueue.

I don't know what wrong with my setting.

Any help is appreciate.
