telnet to smtp port is refused

You asked me about the quantity of sendmail.cf files i am using, I
supposed to be using only one sendmail.cf


And the results for netstat -lnp | grep 25 when Mailscanner is on:

What is the output of

# netstat -lnp | grep 25

When MailScanner is on?
Are you using two sendmail.cf files?
