Max recipients control?

Not in MailScanner... that is an MTA problem, you should check your
MTA's documentations (Sendmail, Postfix, Exim or whatever you're
using)...

FWIW, it's not usually a good idea to limit the number of recipients
in a message and it violates RFC2821 (although you can do it if you
want)...
