How many mails do those people receive from China/Korea etc. that is
unwanted and would not be detected as spam in SpamAssassin?

Sure. Still: If your SpamAssassin works good enough, it might still be
possible to rely on it alone. If you really want some people to not
receive any mails from China etc., why not block those mails for those
people at the MTA level? It should not be so hard to setup a little
web-frontend or similar in which people ca decide themselves which
blocklists they want at MTA level. Then query this database from your
MTA and you are all set... After that: Leave the rest to SpamAssassin.
