This is not even close to ruling out a factor like that. If you have slow
resonses on the raget servers you are still getting delays. A caching DNS
will help, but nothing more then that. It wont rule out 'its not DNS'.
If a target RBL server gets DDoSsed you still get slow (or none) response,
so its giving timeouts.
