spam action rulesets 2nd - sendmail 8.13 problems

hello
a.) is there a way to make in a ruleset this
notify delete (so he should notify sender but delete the message)
when i try ith
from: *@* and to: adr at ss.com    notify delete , it comes in log a failure
that is not allowed (config parse error or so)

b.) anyone has too problems with mailscanner and 8.13.0 and empty messages
(no content)
